This letter was written as a response to several emails I received regarding the cost-containment calculations, and updates to policy which impacted Maryland’s most vulnerable.

I will update with a response when one becomes available. (-J.B. 7/21/2026)

Over the years, I have worked closely with the Developmentally Disabled Community and the Maryland Department of Health - Developmental Disabilities Administration to improve understanding, bridge gaps, and advocate for the dignity, care, and services that DDA clients and their families deserve.

I remain deeply concerned that more than 4,000 Marylanders are still on the DDA waitlist. Families are doing everything they can, but they should not be left to navigate these challenges alone.

During the legislative session, I introduced a bill to improve communication between DDA and its clients. I also offered an amendment on the budget to give DDA clients more flexibility to use their assigned budget in the way that best meets their needs, whether that means balancing staffing, services, or other critical support. Unfortunately, neither measure was signed into law.

Unfortunately, the 2025 Department of Legislative Services report of the DDA raised serious audit findings, including around $350 million that must be paid back to the federal government, due to unapproved spending.

Maryland must do better.

The Maryland Department of Health has a responsibility to steward taxpayer dollars carefully, honestly, and effectively so that resources reach the vulnerable Marylanders who need them most. These funds are not just numbers on a spreadsheet, they represent families, caregivers, and individuals who are counting on the State to stand in the gap.

I look forward to hearing back from the DDA in writing and will share what I learn.
