MD 150 (EASTERN BLVD.) SAFETY REVIEW
FROM MD 43 TO EARLS RD.
Background and Public Concerns
Ongoing safety issues, including a recent fatal crash
Concerns about left turns from side streets, speeding, and congestion
Community requested:
Extended center turn lane
Medians to block left turns
New traffic signal at Mariners Point Drive
Speed reduction, speed cameras, and revised traffic patterns
Review Summary
The Maryland Department of Transportation conducted:
A spot speed study (85th percentile speed = 47 mph in a 40 mph zone)
Crash history analysis (221 crashes since 2020, including 4 fatalities)
Sight line evaluations (found acceptable)
Intersection signal warrant analysis at Mariners Point Dr. (did not meet MUTCD warrants)
Review of traffic control devices and new development impacts
Ongoing Improvements
Funding awaited for installing a vehicle detector at Mariners Point Dr. to help with safe exits
Baltimore County is refreshing signage and pavement markings at multiple intersections as part of the Bowleys Quarters Area Traffic Study
Proposed Alternatives
Alternative 1: Median Installation
Install flexible medians to prohibit left turns at Landing Point, Stevens Rd., and Village Green Rd.
Pros: Immediate safety benefit
Cons: Limits access and lacks U-turn points
Alternative 2A/2B: Center Left Turn Lane
Resurface and widen MD 150 to add a center turn lane
Includes design variations and different segment lengths
Pros: Proven crash reduction method
Cons: Requires additional right-of-way, signal changes, and utility relocation
Status: Long-term solution requiring funding and design approvals
